Please release Ai WeiWei immediately and unconditionally

Your Excellency,

I am writing to express my concern about the circumstances of an artist Ai WeiWei who was detained by police in Beijing on 3 April 2011. I am also concerned about the situation of Ai WeiWei's friend and assistant, Wen Tao, Ai WeiWei's accountant, Hu Mingfen, a designer, Liu Zhenggang and Ai WeiWei's cousin and driver, Zhang Jingsong who were detained by police.

２０１１年４月３日に拘禁された艾未未さんについて懸念を表明します。艾さんの友人であり、助手の文涛さん会計士の胡明芬さん、デザイナーの劉正剛さん、艾さんのいとこで運転手の張勁松さんらの状況についても同様に懸念を表明します。

Their families have not been told by the police where they are being held, nor have they been given any reasons for their arrest. Those detained are being held incommunicado, which gives rise to significant fears that they have been or will be subjected to torture or other ill-treatment.

彼らの家族は拘禁場所や拘束理由について警察から知らされていません。彼らは隔離拘禁されているため、拷問や虐待を受けているか、あるいはその危険にさらされている恐れがあります。

I would urge you to release Ai WeiWei, Wen Tao, Hu Mingfen, Liu Zhenggang and Zhang Jingsong immediately and unconditionally, unless strong evidence can be presented that they have committed an internationally recognized criminal offence.

彼らが国際的に犯罪行為として認められた犯罪に関わった疑いがあるという、有力な証拠を示せないならば、彼らを直ちに無条件で解放するよう要請します。

I would also ask you to ensure they have immediate access to their families, legal representation of their choice, and any medical care they may require, and guarantee that Ai WeiWei, Wen Tao, Hu Mingfen, Liu Zhenggang and Zhang Jingsong will not be tortured or ill-treated while they remain in custody.

また、彼らが、自分の家族や、自薦の弁護人に直ちに面会できること、また彼らが必要とする場合に医療を受けられるよう要請します。さらに、拘禁中に拷問や虐待を受けないことを保証するよう要請します。

Finally, I would urge you to take effective measures to guarantee freedom of expression, association and peaceful assembly for all people in China in line with the Constitution of the People’s Republic of China and the International Covenant on Civil and Political Rights which China has signed and declared an intention to ratify.

最後に、中華人民共和国憲法および、中国が署名し、批准する意向を宣言した「市民的および政治的権利に関する国際規約」に則り、表現、結社および集会の自由を保障するための有効な措置を講じるよう閣下に要請します。
